An illegal/improper use of a 2-cent Columbian as a revenue is something that I have been seeking for 20 years. It's an item that theorietically should exist, but to date no one had reported any examples. Issued in 1893, the majority of Columbian commemoratives had been used up by 1898 when the Spanish American war tax was implemented. The manuscript cancel ink matches the signer in both color and hand. It was caught and a revenue stamp affixed, properly paying the 2-cent check tax.
